Western Pinal Justice Court Judge Patricia Glover filed an ethics complaint on July 22 against Constable Bill Griffin, alleging he repeatedly went beyond the role of a constable by giving legal advice, involving himself in pending cases and not following court procedures, according to InMaricopa.
Glover said the filing followed months of meetings and efforts to correct Griffin’s conduct. The complaint, sent to the Arizona Constable Ethics Standards and Training Board, lists 21 incidents from June 24, 2025, through July 14, 2026.
Among the examples cited are an order of protection case in which Glover says Griffin gave incorrect advice to a litigant, contacted an employer and the parents of another adult litigant, and suggested outside parties could help with the case. The complaint also points to an eviction case, saying Griffin did not follow the usual post-and-mail process and left the plaintiff questioning why service had not been completed.
Glover further alleges Griffin disrupted a January 2026 hearing by serving unrelated documents, then failed to file proof of service, which she said contributed to improper ex parte contact and forced her to recuse herself. Griffin denied the allegations, saying he works with the judge rather than for her and that he tries to help people understand the court process while carrying out his duties.
